About Xconq
Xconq is a general strategy game system. It is a complete system that includes all the components: a portable engine, graphical interfaces for Unix/Linux/X11, Macintosh, and Windows, multiple AIs, networking for multi-player games, and an extensive game library.

In addition to Xconq's "standard" game, which is similar to the classic Empire/Empire Deluxe games of years ago, the game library includes games for ancient civilizations, the Peloponnesian War, the Roman Civil War, Frederician strategy, Napoleonic strategy, Gettysburg at a brigade scale, the Russian revolution, the Normandy invasion, WWII at scales from tactical to grand strategic, Beirut street fighting, voyages of discovery, African exploration, and many others, including space and fantasy games.

Xconq's forte is turn-based strategy with overhead map views. Tiles are hexagonal, and worlds may be very large; the largest in the library is an 800x320 map of the world, a 256,000 hex monster! The game design language GDL is a declarative language where you define the units, terrain, etc, then fill in tables defining their interaction. Literally hundreds of different tables are available to the game designer. For graphics, the Xconq library includes hundreds of unit images and tiles that may be used by a game.

All this makes Xconq especially interesting for games about unusual or lesser-known strategic situations; it is unique in its ability to model the conflicts and strategies of any period in history.

The latest released version is 7.4.1. Development is proceeding on 7.5. Xconq is free software licensed under the GPL, and full sources are available for downloading. Xconq is also a very large and open-ended project, with lots to do; if you're an artist, game designer, play-tester or programmer, and want to help Xconq reach its full potential, we'd love to have you join in!

And Warlords II:

Quote:
Warlords 2 is a turn-based strategy game with a gameplay comparable to Battle Isle 2 or Empire Deluxe, but taking place in a fantasy world with heroes, myths and fantastic creatures.

The goal is to conquer or destroy everything on a random or a Scenario Map. Eight Races can be set up to fight each other as humans or computers. The Sirians, the Dark Elves, Stone Giants, Kingdoms, White Dwarves, Horse Tribes, Ussyrian Orcs, and the Lich King. Every Race can build standard units like Infantry, Knights, Catapults, or Elephants, but there are also race-unique units that can only be built in home towns. Compared to Warlords 1, AI has significantly improved and now allows setting up the races to a character’s behaviour, such as “fast moving, but defensive”.

Besides capturing cities and producing armies, you can summon powerful heroes. Heroes strongly improve the strength of every unit in its party depending on the hero’s experience and items collected. You will receive items by travelling around in order to search the ruins on the map. Also you can gain items and creatures by fulfilling quests to be received in temples and shrines. A blessing will improve your units’ strength once per shrine.

If you want to download Warlords II you can do it at Abandonia or http://www.heeter.net/warlords/ which has everything.

Finally there's Warlords III which isn't free:

Ever pick up one of those games that promises so much on the back cover and delivers so little? Or how about one of those games that promises so much and delivers even more? What was that? Yes, delivers more than what it promised. Never heard of that before? Well welcome to Warlords III: Darklord Rising (W3: DLR), the latest offering in Red Orb/SSG’s popular series of turn based, fantasy warfare.

The premise of this title picks up where Warlords III: Reign of Heroes leaves off. After Bane, a powerful evil being, is banished from the realms, he comes around in this new title seeking revenge. You play as Bane, commanding your armies in your quest to rule this realm. The gameplay is simple to understand but difficult to master. This is the sheer glory of it.

You begin with a lone castle/fort, a hero and troops. Heroes (Vampires, Necromancers, Monks, Paladins, etc.) are rare, powerful leaders that affect the troops stacked with it. They give them bonus’ to help attack enemy units. They also have special skills (assassination abilities, a host of spells). You instruct your castle to begin building troops (wraiths, centaurs, spiders, demons, etc.). Than you instruct your hero to acquire a quest (raze an enemy temple, search a nearby ruin, carry a gift to a nearby city, etc.). Quests are important because they help your hero advance in levels and they receive a reward upon completion (mercenary troops, a map, gold or even a magical item). Your hero than sally’s forth to attack and capture (or ransack, pillage or raze) enemy castles. Heroes acquire mana in order to cast spells to aid them or hinder their opponents. Each castle offers a small amount of income and, more importantly, a place to build more troops.

If you happen to have Warlords III DLR laying around but your XP won't run it ... it will! Just upgrade it to v1.02 and add a -wincursor to the command line. (I understand Warlords III ROH will not work on XP - many have tried.)

http://www.warlorders.com/ has the v1.02 patch, a NOCD, plus gaming info in the forum.

Then there's this http://www.wargamer.com/forums/tm.aspx?m=303714 which has 3 pages of info/links on many, many games.
