Not sure how historically accurate the bits and pieces are, but yes, he did defeat the pirates.

They would go to great lengths to make sure they'd never make the mistake of crossing oceans again.

If I remember the texts correctly, they killed any man they knew of having the knowledge of how to build three masted ships or so. Just in case someone might pass on the knowledge and some wayward emperor might "repeat the mistakes of the past".

The Confucian clergy were especially worried about "foreign influence". China was on it's way to building a proper colonial empire, subduing hostile kingdoms and cities all the way to Africa.

When Portuguese later in 1511 approached Malacca, a protectorate of China, China was unable to do shit about it. Portuguese captured the city almost without casualties utilizing a cunning ruse and made it their citadel in the region, capturing ~3000 artillery guns while losing 28 men. 700 Portuguese caught the city defended by 20,000 men. This was filling a power vacuum left behind by Chinese - their vast fleets lay at the bottom torn apart by the hands that built them.
