I really don't get the big problem here.

It's not like it's an Einsteinian equation level problem we're dealing with.

#1 You want to -rep someone, you -rep him
A) It works
B) It fails, "you need to spread your points"
#2 You +/- rep someone else, go back to #1 until it works

I know a flow chart of this complexity can be confusing as hell so I made a quick graphical representation on it.

I didn't think it was confusing, either.

If you can't rep someone that day, then you're gonna have to rep a few other people, in the next few days, before being able to.

Essentially, in order to keep -repping someone, you need to give positive or negative rep to other people until the system will let you -rep your target again.

Essentially,

1) -rep someone
2) + or - rep other people until #1 is again eligible

Or as you see in the graph, all the alternatives lead to the same result. You need to spread your points; you can - or + rep the same person every n times you've repped other people. In the graph you simply have a tab open for -repping the person and you click on the -rep button after every action of repping someone else to see if it accepts it or if you need to keep going.

Now, it's a whole another matter if the system will actually give as much weight to same person giving the nth -rep to someone else.

Isn't there like a "timer" thing going to? I think you are leaving that out of your flow chart, eh?

The timer doesn't tick over on the same person for a couple months or more.

It takes a lot of time to design a system that is designed to defeat every conceivable misuse.

When the system itself is redundant and kind of pointless to begin with it warrants no attention to be paid. That a misuse might exist is a known issue and to be expected, it would be more interesting if there were no misuse types to be found.

It is a disease to insist that all non-critical systems are void of any opportunity for misuse, where misuse is use that counters the system's initial purpose. Such disease can grow to become a cancer that destroys all efficiency and detracts all focus from the main goal.
