I understand your point.

But I can give you an example how your idea does not work. The story of car inspection in Finland.

Until the late 1990's car business was state monopoly. Then the business was privatized and there was a lot of new entrepreneurs, usually the previous car inspectors. For a little while it was kind of distributist heaven for car inspection.

But then the laws of unregulated capitalism, like the of gravity, the inspection business started to merge the small businesses to bigger ones. And finally there was a near monopoly, A-inspection left and few last, stubborn Mohicans.

And as it usually happens in Finland, a group of "foreign investors" bought the near monopoly. And guess how much the foreign owned monopoly pays taxes? 0.

So I am pretty sure that there should be laws and regulations to protect the small businesses against unfair competition, like being able doing tax evasion unlike the small businesses.

So it goes.

Dunno about Helsinki but we've got cars here in West. West Finland is very pro-America, unlike south which is nero-country. Here we drive everywhere and we own our businesses. No commies in West, lots of commies down south.
