That is true but given how the Chicago area Democrats seem to control the legislature it may be more of difference in ideals between the rest of the state and the folks in the Chicago area that also lead to that idea.

It has to do with pure numbers not politics. More people in a condensed space, the more tax revenue you generate. A small town or county can't generate the tax revenue to maintain it's infrastructure so larger cities/counties subsidize them. Even if you had an all conservative, austerity based legislature that decreased spending and taxes by 75%, you would still have Chicago carrying the rest of the state...
