Police said Thursday they arrested Francisco Sanchez in the shooting an hour after it occurred.

On Friday, ICE revealed their records indicate the individual has been previously deported five times, most recently in 2009, and is from Mexico.



"His criminal history includes seven prior felony convictions, four involving narcotics charges," ICE said in a statement.

ICE briefly had him in their custody in March after he had served his latest sentence for "felony re-entry," but turned him over to San Francisco police on an outstanding drug warrant. At this time, ICE issued the detainer -- effectively asking that he be turned back over to ICE when San Francisco was finished with him.

But ICE was not notified. The incident is sure to renew criticism of San Francisco's sanctuary city policies.

"Here's a jurisdiction that's not even honoring our detainer for someone who clearly is an egregious offender," an ICE official told FoxNews.com.

ICE has since lodged another immigration detainer against the individual, though it's unclear whether San Francisco will cooperate.

An attorney for the San Francisco Sheriff's Department told the Associated Press it had no authority to honor the prior immigration hold when it released the suspect.

Freya Horne said Friday that federal detention orders are not a "legal basis" to hold someone, so Francisco Sanchez was released April 15.

Police Sgt. Michael Andraychak earlier said witnesses snapped photos of Sanchez immediately after Wednesday's shooting and the images helped police make the arrest.

Liz Sullivan told the San Francisco Chronicle that her 32-year-old daughter turned to her father after she was shot and said she didn't feel well before collapsing.

"She just kept saying, 'Dad, help me, help me,'" Sullivan said. Her father reportedly tried to do CPR before she was rushed to the hospital.

The immigration detainer issued against the suspect earlier this year would have initiated the process of removing him from the U.S. once again.

"ICE places detainers on aliens arrested on criminal charges to ensure dangerous criminals are not released from prisons or jails into our communities," ICE said in the statement. "The agency remains committed to working collaboratively with its law enforcement partners to ensure the public's safety."

The tragedy also surfaced late Friday in the 2016 presidential race. GOP candidate Donald Trump, who has been under fire for controversial remarks describing some Mexican illegal immigrants ‎as criminals, said in a statement that the "senseless and totally preventable act of violence committed by an illegal immigrant is yet another example of why we must secure our border immediately."

The Sheriff's office has no authority because the state/local government had told them not to honor federal detention orders. They work in most other parts of the country (that don't have sanctuary city bullshit).

I hope the county government leaders that set up this sanctuary city bullshit sleeps well tonight knowing that Kathryn (and countless other innocent victims) would be alive tonight if Mr. Sanchez had been turned over as had been requested by the Feds.

This is not a one off either. It happens all over the country, every day, every week, every year, not always resulting in murder but resulting in other crimes: robberies, DUI's, assault, rape, child molestation, etc.

And the poor saps that are legally here have to grin and take it.

The reason she ended up murdered.

Not just "sanctuary cities" that refuse to comply with immigrant enforcement laws, but the whole mentality of protecting foreigners who sneak or get smuggled into our country illegally.

Breitbart Texas has exclusively confirmed that a man who confessed to murdering his wife with a hammer in Laredo, Texas is a four-time deported illegal immigrant who would not have been in the U.S. had he not been able to illegally cross back into the country multiple times from Mexico after his deportations. In addition, the Laredo Police Department continuously encountered the man in violent episodes with his wife, yet did not notify Border Patrol, according to federal agents who spoke with Breitbart Texas on the condition of anonymity.

Several federal agents who work under the umbrella of U.S. Customs and Border Protection (CBP) spoke with Breitbart Texas on the condition of anonymity and identified the man as an illegal alien who had been deported on four previous occasions but continued to enter the U.S. illegally.

The Laredo Police Department admitted that this was the third violent encounter they had with the illegal immigrant and his wife. According to the federal agents who spoke with Breitbart Texas, the Laredo police did not notify Border Patrol that they were encountering a violent illegal immigrant. One federal agent told Breitbart Texas, “If the Laredo PD had notified Border Patrol, this woman would still be alive today. She is dead because officers of the Laredo PD failed to notify Border Patrol. Whether or not to notify Border Patrol agents is at the discretion of the individual police officer responding to the call. These officers chose not to call Border Patrol and a woman is dead now.”

The illegal immigrant is named Juan Francisco De Luna Vasquez. He is currently in police custody. The victim, Angelica Martinez, was married to Vasquez and was reportedly killed with a hammer. Local news station KGNS reported Laredo Police Officer Albert Escobedo as saying, “At the same time, officers discovered a written note apologizing to his mother for what he had done. Upon the arrest of the individual, he was taken to the police department. He was interviewed and he did confess to the crime.”

In April of this year, Laredo Police Department Spokesman Joe Baeza spoke with KGNS on the issue of his police department not reporting illegal immigrants involved in crimes to the Border Patrol. In that instance, Baeza stated, “It’s going to wedge a bigger divide between the citizenry that we serve. And the majority of the citizenry that we have here is obviously a hispanic population. But a lot of that population are people who are here illegally. But they need our help also.” KGNS reported Baeza’s words further, “Laredo police spokesperson Joe Baeza says that would run against their standing custom of leaving immigration matters to federal officers. He says it could have a chilling effect with issues of domestic issues like if someone needs to report a crime at home.”

However, in this instance, the Laredo Police Department’s effort to avoid a “chilling effect” on the reporting of domestic issues seems to have played a role in the death of a woman on U.S. soil whom they were tasked with protecting.

Before someone claims that these two incidents were not representative and are merely anecdotal I decided to dig up some facts.

From a GAP report titled:
CRIMINAL ALIEN STATISTICS
Information on Incarcerations, Arrests, and Costs

Page 7 of the report indicates that the number of criminal aliens in US federal prisons has increased from 2005-2010.

Criminal aliens made up between 25-27% of all federal prisoners incarcerated between 2001-2010.

If you want to put that in perspective, the total US population in 2010 was 308,745,538.
The number of illegal aliens in the US has been estimated at between 10-12 million people. (that number may be higher or lower but I think most experts agree that it is around 12 million people).

So illegal aliens in 2010 made up around 3.9% of the total population (12 million / 308,745,538)
However, criminal aliens make up around 25-27% of all prisoners in federal prisons.

According to page 8 of the GAO report:
about 68% of the criminal aliens incarcerated federal prison were from Mexico.

The number of criminal aliens in state prisons increased by 25% between 2003-2009 and the number in local jails increased by 40% over that same time period.

From page 13 of the GAO report, if you look at the country of birth for all criminal aliens in the 50 state prisons, 66% of them came from Mexico, (and an additional 9% were made up by people from 3 other Cetral American countries).

From page 14 of the GAO report, people born in Mexico made up 70% of all criminal aliens housed in local jails during the year 2009.

SAN FRANCISCO (KGO) -- In an interview you'll see only on ABC7 News, the man accused of shooting and killing a young woman at San Francisco's Pier 14 admitted to the crime and talked about where he got the gun.

Francisco Sanchez didn't recall every detail because he says he doesn't remember everything that happened. But in the 45 minute jailhouse interview, he revealed how the shooting went down and why he kept returning to the United States after being deported numerous times.

Barnard: "Did you shoot Kate Steinle, the lady who was down at Pier 14."
Sanchez: "Yes."
Barnard: "You did shoot her?"
Sanchez: "Mm hm," he said with a nod.


Steinle was shot and killed near the Ferry Building on Wednesday. Sanchez tells ABC7 News that the shooting was an accident. He says he was wandering on Pier 14 after taking sleeping pills he found in a dumpster.

Barnard: "Where did you get the gun?"
Sanchez: "In the ground. When the... when the... over there in the bench, um, um, I put my leg and I see the one T-shirt and then see over there something like that."

He claims a gun was wrapped in that T-shirt and that it went off when he picked it up.

"Then suddenly I heard that boom boom, three times," Sanchez said.


He claims he kicked the gun into the San Francisco Bay, lit up a cigarette, and walked off, not knowing he shot someone until he was arrested by police hours later. Sanchez reportedly first told police he was shooting at sea lions.

He appeared frail and nervous when he talked about returning to the U.S. after being deported back to his native Mexico five times.

Barnard: "Why did you keep coming back to the U.S., why did you come back to San Francisco?"
Sanchez: "Because I was looking for jobs in the restaurant or roofing, landscaping, or construction."

Sanchez said he knew San Francisco was a sanctuary city where he would not be pursued by immigration officials.

Sanchez: "Yeah, I'm feeling sorry for everybody."
Barnard: "You feel sorry for everybody? Including Kate Steinle's family?"
Sanchez: "Yeah."

In Spanish, Sanchez said the courts should give him the highest punishment so that he can tell her parents in court that he no longer wants to live.

ABC7 News reached out to the Steinle family on Sunday for their reaction to Sanchez's interview. They did not have any immediate comment, saying that right now their goal is preserving her memory.

At this point, Sanchez says he does not have an attorney.

The family has set up a GoFundMe account in memory of Kate Steinle.

And he kept coming back to San Francisco because he knew it was a sanctuary city and he would not be pursued.

I wonder if the government officials in the city of San Francisco (and county it is in) can sleep with themselves?

A six-time-deported illegal immigrant is charged in the felony hit-and-run of an Arizona mother and her two young children. The man allegedly admitted to being high on marijuana while causing the severe lacerations to a five-year-old boy. The five-year-old and a two-year-old were both taken to an area hospital.

This tragedy comes within one week of two separate incidents involving previously deported illegal immigrants allegedly murdering women in two U.S. states: California and Texas. The California case involved a young woman in San Fransisco taking photos with her father on a pier when an illegal immigrant who had been deported five time prior allegedly murdered her. The Texas case involved an illegal immigrant who had been deported four time prior. Police say the man admitted to murdering his wife with a hammer.

The Arizona hit-and-run case was first reported by inMaricopa.com, with a headline that simply asserted: “2 children injured in Papago crash.” The illegal immigrant is named Manuel Perez-Vasquez.

2 children injured in Papago Road crash; 6-time deportee charged Manuel Perez-Vasquez had been deported six times since 2012.
A July 4 collision on Papago Road that injured two children is being blamed on a driver who was in the country illegally.

A woman with two children was driving a 2002 Oldsmobile Bravado west on Papago near the intersection of Amarillo Valley Road around 2 p.m. Saturday when it collided with an eastbound 2003 Ford Explorer driven by Manuel Perez-Vasquez.

Perez-Vasquez reportedly fled the scene with at least one passenger from the Explorer but later returned.

Pinal County Sheriff Paul Babeu said Perez-Vasquez had been deported to Mexico six times since May 5, 2012.

A 5-year-old boy in the Oldsmobile received a significant laceration to the head, according to PCSO. He was transported to a hospital by air ambulance, and an injured 2-year-old girl was transported by ambulance.

Detectives from the PCSO Vehicular Crimes Unit determined Perez-Vasquez traveled left of center, causing the collision. Perez-Vasquez allegedly showed signs of drug impairment and was placed under arrest on suspicion of driving while impaired by drugs and leaving the scene of an injury collision, a felony. He allegedly confessed to smoking marijuana before the collision.

“He refused to give a blood sample when arrested because he knew he had drugs in his system,” Babeu said. “Detectives had to get a search warrant from a judge to obtain the blood sample.”

Perez-Vasquez, 29, was booked into the Pinal County Jail. He will face additional charges pending the results of the blood test.

According to PCSO, Perez-Vasquez refused to tell deputies where he lived and said he didn’t know the name of the person who owned the vehicle he was driving, nor did he know the name of the person who was in the vehicle with him.

One witness stated there may have been two to five individuals who ran from the Ford Explorer.


Perez-Vasquez was deported 6 (SIX) times over a 38 month period.
Obviously the threat or act of deportation has not served as a deterrent to him.

I wonder what additional steps can/should be taken to protects Americans from criminals like Mr. Perez-Vasquez?
