High Larry Ooos ... the ironic thing is that these days at least 90% of what ATN sells is Chinese crap ... now yes, technically once it comes into the gangland formerly known as ooosah it is ITAR controlled and cannot be exported ... but hecque you can buy them directly from China or from Australia, etc. So no need to export from TGLFKAO.

Fortunately, I gave up on ATN 4+ years ago when they went Chink (before that they were selling crap made in Odessa (not Texas)) and it was a level up from the current crap ... at least one level up.

I'm a big stout guy and I can tell you it makes a difference whether I decide to carry one on a daily basis. A short 38 revolver kicks like a mule. Takes up a huge amount of space and is very hard to hit anything with. Without lots of practice it's simply a bad choice. A .32 center mass on any human will put them down just as effectively as a 38 or 9mm... read about it...

Recoil for the sake of the mythical "knock down power" is a bad choice. Just trying to give you the benefit of many years of experience.

Looked at a titanium 38 special hammerless by Taurus last night. Had a ported barrel to reduce the recoil. Shown to me by a gal at the Elks that carries it regularly. Surprisingly light. Might fit the bill for what the wife needs.

That video has a number of flaws to it.

----after the 3:30 mark it describes having the go to the local police department to be fingerprinted and get their approval.
IL has had such a licensing requirement---you had to obtain a Firearms Ownership ID (FOID card). The problem was that for decades the Chicago Police Department refused to approve ANY requests for a FOID card
That meant that law abiding residents in Chicago could not legally purchase a firearm.
Chicago PD are/were not the only law enforcement agency that did this sort of thing. Some refused to approve any applications, while others had ridiculous delays in processing those applications.

In a similar thing, in many states the local law enforcement agency must sign off on any Concealed Carry Permits. Some local law enforcement either refused to approve any such requests or delayed the process indefinitely.

---In Oklahoma the legal approval time is 60 days, while the average wait is 94 days.

---Under Maine law, the Maine Department of Public Safety must give a thumbs-up or thumbs-down to Pine State residents applying for a concealed weapons permit within 30 days. Current wait time? Three months.

---IL is currently taking about 120 days to process a first time or renewal for a FOID card

The video says that the licensing process in Massachusetts 'takes about 3 weeks'. As I have posted above, that is not accurate. If the state is telling them to 'reapply' after they have already waited 6 months, then the claim about it taking 3 weeks is BS.

Not all law enforcement agencies report their information and not all "mental health" agencies report their information either.

James Eagan Holmes, the shooter in the Aurora, CO theater shooting (12 dead and 70 injuries) was already seeing a school psychiatrist. He had told her that he "fantasized about killing a lot of people". The psychiatrist never reported anything to to law enforcement or to a "mental health" agency.

As for the "gun show" loophole, any licensed firearms dealer who sells guns at a gun show must conduct the required background check...same as if they were selling that gun from their store on any other day of the year.

In the very first sentance of the article I linked it tells you exactly who he is:

Sen. Cory Booker (D-N.J.), a 2020 Democratic presidential candidate

And what he is calling for:
require gun owners to obtain a 5-year federal license to "buy and possess" a firearm.

That was a 10 second read.

If you will not even take the time to click on the linked article and spend the minute or two necessary to skim through the article (unless it takes you significantly longer to read it due to poor reading comprehension) then why should I bother answering your question or discussing this any further.
