The Cameron County District Attorney’s Office has beef with one Juvenile Justice Department employee, alleging he stole $1.2 million worth of fajitas during the past nine years.

The Cameron County Juvenile Justice Department does not serve fajitas.

“If it wasn’t so serious, you’d think it was a Saturday Night Live skit. But this is the real thing,” District Attorney Luis V. Saenz said.

On Aug. 7, Gilberto Escamilla took a day off to go to a medical appointment. A driver from Labatt Food Service in Harlingen — the Juvenile Justice Department’s meat vendor — called the kitchen to inform it of an 800-pound delivery of fajitas.

The woman who answered the phone said the driver was mistaken, and that the kitchen did not serve fajitas. That was when the driver told her he had been delivering fajitas to the Juvenile Justice Department for the past nine years, Saenz said.

“The receiver of the call rushes off to the supervisor and conveys to her the discussion that had been had, and that breaks the case,” Saenz said. “When Mr. Escamilla reports to work the next day, he is confronted with the discussion and he admits he had been stealing fajitas for nine years.”

He was fired Aug. 8 and arrested Aug. 9 after the DA’s Office Special Investigations Unit obtained a search warrant. When officers searched Escaramilla’s house, they found packets of fajitas in his refrigerator.

At the time, the value of the order had been between $2,500 and $30,000, a state jail felony. Escamilla was booked into jail and made bond. But the DA’s Office kept digging.

After gathering documents from Labatt Food Service and the CountyAuditor’s Office, which included invoices, vouchers and purchase orders, the investigations unit concluded that Escaramilla had stolen $1,251,578 worth of fajitas.

“He would literally, on the day he ordered them, deliver them to customers he had already lined up,” Saenz said. “We’ve been able to uncover two of his purchasers, and they are cooperating with the investigation.”

Escamilla was arrested Tuesday on a first-degree theft felony.

All county juvenile justice departments are given a menu by the state. The Cameron County Juvenile Justice Department’s menu mirrors the San BenitoConsolidatedIndependentSchool District’s menu. The county services about 100 detainees each year, Saenz said.

In a statement, Chief Juvenile Probation Officer Rose Gomez of the Cameron County Juvenile Justice Department said Escamilla’s actions have led to a review of department policy.

“The Juvenile Justice Department is working closely with the Auditor’s Office to institute procedures, controls and safeguards to avoid a recurrence of this type of situation. The Department expects that wrongdoers will be punished and assures that procedures and protocols have been established,” Gomez said. “The Department will continue to strive to provide necessary and appropriate care, custody and protection of those juveniles in its custody as well as protection of public moneys (sic).”

The investigation showed a “total failure” of the chain of authority, especially since the Juvenile Justice Department had been exceeding its line item budget consistently, Saenz said.
“Up and down the chain of authority, people were signing off on these things,” Saenz said. “It’s upsetting because the auditor gets a detailed invoice where it states the breakdown of what’s delivered, so they should’ve seen it.”


Cameron County Auditor Martha Galarza declined to comment because the investigation was ongoing.

“What do you tell the taxpayers? What do you tell the housewife and the blue collar worker that pay their county taxes, when paying their taxes takes a big bite out of their paycheck? How do you explain that? They’ve got the right to be upset. It is upsetting,” Saenz said.

Authorities said that Lamora Williams called police Friday night, Oct. 13, and said her children were dead.

Authorities arrived and found the bodies of 1-year-old son Ja’Karter Penn and 2-year-old Ke-Yaunte Penn.

A third boy, 3-year-old Jameel Penn Jr., was also found. He was unharmed.

The father of all three children, Jameel Penn, says Williams called him to tell him that his children were dead.

The mother told police that she left the three children with her cousin for nearly 12 hours. When police arrived, the cousin was nowhere to be found. Authorities now believe that Williams left the children home alone.



According to the arrest warrant, the crimes happened between midnight Oct. 12 and 11 p.m. Oct. 13 -- a span of nearly two days.

Williams is charged with two counts of murder as well as cruelty to children in the first degree. She waived her first court appearance on Monday and was denied bond.

PITTSBURGH (KDKA) — A Pittsburgh Public School teacher was seriously injured after officials say she was followed in her car and assaulted after school, allegedly in a dispute over a child’s cellphone.

Hours after the incident, late on Wednesday night, Pittsburgh Police confirmed to KDKA that they are working on an arrest warrant or warrants for a suspect or suspects in the case, who remain unidentified.

The incident reportedly started at Pittsburgh King PreK-8 School on the North Side earlier on Wednesday. Sources described to KDKA’s Marty Griffin a “rather shocking and violent incident.”

The district has a “no cell phone” policy. The teacher, identified as 46-year-old Janice Watkins, confiscated a phone from a fourth grade girl, who then allegedly bit her. Sources say the student’s parents came to school, with the mother allegedly telling the teacher she was “going to get even.”

Sources say the girl’s parents then followed Watkins in her car as she went to get the bite wound checked out at a local clinic.

According to Pittsburgh Police, the assault happened around 3:15 p.m. at the busy intersection of Route 65 and the West End Bridge. Watkins had just left school when a black SUV approached her vehicle.

“She said, ‘I put my window down and the woman threw a brick through my window,’ and hit her in her face,” said Betty Davis, Watkins’ mother. “And that’s when she said, ‘I told you I would get you,’ and [Watkins] said, ‘I didn’t realize it was two other people,’ but she said she felt something hit her in the back and it was two men.”

The assailants took off after the assault. Watkins, dazed and bleeding, called 911.

“My heart goes out to the child, because what has that mother taught that child? Whatever it is, you solve it with violence,” said Davis.

Watkins suffered facial injuries and lost a tooth. She was taken by ambulance to Allegheny General Hospital and listed in stable condition.

“Her head is hurting real bad, her face on the one side is swollen,” said David. “They say they want to do a scan to make sure everything is okay.”

KDKA reached out to Pittsburgh Public School District officials multiple times Wednesday, but they have not released any comment. However, a teacher at the school tells KDKA that Pittsburgh Police will be present on the grounds Thursday.

Davis says her family will rely on their faith in their battle for justice.

“Let the Lord fight this for me. I’m going to do this right, do it the right way,” she said.

What happened next was even more disturbing.

“One boy ran up and crouched down and posed for a photo next to the guy that was passed out and then the rest of the group just kind of ran off and scattered,” the man said.

Witnesses said the victim lay unconscious for some 45 minutes, but in this case bystanders did step in to help.

Another similar incident happened last month in Manhattan.

Police are looking for three men wanted for the knock out style attack that happened on Essex Street on the Lower East Side. It left a 53-year-old woman with a swollen and bleeding face.

With no arrests yet in either case, people are worried.

“The police last night were telling me that this group of kids, it was the second time they had done it last night, and this seems to be this ongoing contest or trend amongst these teens,” one person said.

PHILADELPHIA (CBS) — Authorities are investigating after a homeless man was beaten to death by a group of juveniles, according to the Philadelphia Police Department.

It happened Sunday around 6 p.m. in the 4200 block of Loring Street in the Mayfair section of the city.

Police found 57-year-old Kevin Cullen lying on the ground unconscious. He was taken to an area hospital where he died Monday morning.

Neighbors called police and tried to help the man. Officials say the teens ran off, but were later spotted near Torresdale Avenue, just five blocks from the scene.

Police tell CBS3 that the suspects were only described as a “group of juveniles.” Police are currently questioning two teens.

Investigators say the motive was robbery.

Anyone with any information is asked to call police at 215-686-TIPS.

An Iraqi immigrant who owned a halal market in Portland, Maine, pleaded guilty to using his store to commit millions of dollars in food stamp fraud.

Ali Ratib Daham, 40, of Westbrook, pleaded guilty Tuesday to charges of food stamp trafficking, conspiracy, money laundering, and theft of government funds in U.S. District Court in Portland, the Portland Press-Herald reported.

Daham, who became a naturalized U.S. citizen after emigrating from Iraq, conspired with others to defraud the U.S. government of $1.4 million from 2011 to 2016, prosecutors say.

Court documents show that the shop owner gave customers cash in exchange for their Supplemental Nutrition Assistance Program (SNAP) and Women, Infant, and Children (WIC) program benefits.

He then redeemed the benefits so the federal government would reimburse him for the full amount, according to court documents.

“The defendant stole from programs designed to provide nutritional items to some of our most vulnerable community members—low-income households, mothers, infants, and children,” U.S. Attorney Halsey B. Frank said in a statement. “The defendant put his own financial profit above their needs. People who defraud these programs should expect to be brought to justice.”

Daham’s sentencing is expected to be scheduled for the spring of 2018. He faces up to 20 years in prison and is required to pay $1.4 million in restitution.

Food stamp fraud is common in convenience stores that operate mostly in poorer areas of large cities where a majority of clients receive welfare benefits.

In October 12, Floridians were charged with running an alleged $20 million food stamp fraud scheme at several convenience stores in South Florida.

That same month, a judge sentenced three food stamp fraudsters in Milwaukee, Wisconsin, to several months in prison for conducting a $1.2 million food stamp fraud scheme.

In May, a judge sentenced a Baltimore, Maryland, shop owner to four years behind bars for illegally trafficking $3.7 million worth of food stamps and ordered him to pay restitution.
