A Home Office official who investigated the sexual exploitation of children in Rotherham accused the council of being involved in the unauthorised removal of information from her office.

Her report in 2002 suggested there were then more than 270 victims of the scandal, which was finally exposed last week with revelations that at least 1,400 children were abused from 1997 to 2013.

She told Panorama that she had sent her report to both the council and the Home Office on a Friday, but when she returned on Monday she found her office had been raided.

"They'd gained access to the office and taken my data, so out of the number of filing cabinets, there was one drawer emptied and it was emptied of my data. It had to be an employee of the council," she said.


The Home Office researcher, who was not named by Panorama, also said she had been accused of being insensitive when she told one official that most of the perpetrators were from Rotherham's Pakistani community.

A female colleague talked to her about the incident. "She said you must never refer to that again – you must never refer to Asian men.

"And her other response was to book me on a two-day ethnicity and diversity course to raise my awareness of ethnic issues."


The Home Office researcher said that at one point the council tried to get her sacked and the report was never published.

A draft of the report severely criticised agencies working to tackle the child exploitation in the area, including "alleged indifference towards, and ignorance of, child sexual exploitation on the part of senior managers".

It said: "Responsibility was continuously placed on young people's shoulders rather than with the suspected abusers."

She met the victims at a youth organisation called Risky Business. "The workers in that project were the only people that those young people trusted, that they were telling the complete story to," she said.

"And some of the stories that I heard very early on were just so graphic that I don't think I will ever forget them.

"I was subjected to the most intense personal hostility – there were threats made from a range of sources. I've never seen back-covering like it and I still feel extremely angry about that."

Rotherham council and South Yorkshire police have both apologised for the abuse, but refused to be interviewed by Panorama.

Panorama identified one perpetrator who is still free, following a series of police failures to arrest him for exploitation. The man had 18 underage "girlfriends", including a girl referred to as Isabel.

On one occasion, police raided his house while she was in bed with him, but the police only arrested her because she was carrying a weapon which the man had given her.

Another victim described how she had been groomed and raped as a young teenager.

The girl, referred to as Emma, said: "I would get picked up, I'd go into town and people would pull up in cars and I'd have to have sex with them, or whatever they wanted. And then they'd drop me back off. That was my life."

In 2003, aged 13, Emma went to the police who recorded her evidence on video.

Describing the abuse, she told police: "They were pushing me head on the floor and that and grabbing me neck and stuff and pulling me by the hair.

"I were saying that I didn't want to do it and stuff and they said: 'Course you want to do it', and that 'we don't like girls saying that'.

"He said that I were a white bitch and that he'd had enough of me and he punched me in the mouth."

In 2005, more than 30 voluntary organisations in the city wrote a letter to the council's chief executive, Mike Cuff, saying they were concerned that no action had been taken on grooming.

But Cuff never replied to the letter. On another occasion, Roger Stone, the council leader, said: "We have to tread carefully on this because we don't want to upset the community," according a former official on Rotherham's children's board.

In August, Cuff said he would "take my share of responsibility for the council's failure to prevent the appalling abuse", while Stone said he would also "take responsibility for the historic failings".

Professor Alexis Jay, who wrote last week's independent report on the abuse in Rotherham, said people had been "punished for speaking truth to power".

"If they had taken account of the content and been less concerned with their own images then a great deal more might have been done at an earlier stage," she said.

Martin Kimber, the chief executive of Rotherham council, said the alleged raid on the Risky Business office was not something he was aware of.

He said: "Having made appropriate checks within the council, I am unable to find anyone who recognises this series of events as they have been presented to us."



So child rapists are 'overlooked' because they are 'Asian', but a person who attempts to report this to the authorities is sent to a 2 day ethnicity and diversity course because they are racially insensitive.

This is the man named as an alleged serial child abuser 13 years ago by victims of the Rotherham grooming scandal.

Yet despite being accused of vile crimes by 18 young girls, Arshid Hussain was never questioned by police.

Now, though, officers are investigating Hussain, who these days is confined to a wheelchair following a shooting.

The girls, some as young as 12, all allegedly named him as their ‘boyfriend’ in interviews with council workers in 2001.

But Hussain was not questioned about the allegations and police are only investigating the 39-year-old father in the wake of last week’s report into the Rotherham scandal by Professor Alexis Jay.
Yesterday one alleged victim said it was ‘unbelievable’ young girls had not been protected.

Katie – not her real name – got into a relationship with the violent man she knew as ‘Big Ash’ when she was 14 and he was 24.

She claimed he was controlling and aggressive but police dismissed her concerns and those of her parents. They did not question him even after she made an official statement. She said: ‘I just think it is disgraceful. It wasn’t just me, there were so many of us and nothing was ever done.’

For two years she believed she was in love with Hussain, who had been married twice by the time she met him.

Her parents did everything they could to stop the relationship. They even put her into care in a bid to separate them – but carers openly allowed him to see her and she twice became pregnant by him.

She went to police aged 16 after realising she ‘couldn’t take’ any more, but said she was treated with derision.

On one occasion, she claimed, she called police saying she was scared because Hussain was sat outside her house in his car but was told because she lived on a main road he was allowed to be there.

Katie said: ‘He should have been arrested and questioned and taken to court. To not even question him is just unbelievable.’

The former deputy leader of Rotherham Council, Jahangir Akhtar, is a cousin of Hussain and lives a few doors from his family home.

Mr Akhtar was accused in a report in The Times last year of helping to arrange a deal where Hussain returned one of his young alleged victims who had gone missing from home to police.

MORE APOLOGIES BUT SOUTH YORKSHIRE CRIME TSAR STILL WON'T QUIT

Crime tsar Shaun Wright defiantly repeated his refusal to quit yesterday in the wake of the Rotherham grooming scandal.

The South Yorkshire Police and Crime Commissioner insisted he will complete his term of office – but announced that he will not seek re-election to the £85,000-a-year post in 2016.

Mr Wright, Rotherham Council cabinet member for children’s services between 2005 and 2010, apologised again for his role in the ‘systematic failure’ which allowed the scandal to go undetected for so long, adding: ‘I wish I knew then what I do now.’

The 46-year-old has faced calls to step down from David Cameron, Theresa May and the Labour Party, and faces questioning by the Commons home affairs select committee over the scandal in the next few days.

He had refused interviews in the days after Professor Jay’s damning report but broke his silence to tell the Mail: ‘If I stepped down now, it would take two months to elect a successor and a by-election will cost £1.5million.

‘Somebody will be elected without the knowledge I have. I came into public life to make a difference and I am still in a position where I can make that difference.

'I genuinely think I am the best person to take this forward. When I took over, there were just two or three officers working on child sexual exploitation. There are now 50.’

Mr Akhtar has denied protecting Hussain or knowing about any inappropriate relationships. Hussain was named as a ‘boyfriend’ by up to 18 girls who spoke to social workers as part of the Risky Business outreach group, aimed at youngsters who were at risk of being lured into prostitution.

The council-funded project, which has since been absorbed into the council’s safeguarding team, allegedly passed his name to police in 2001. Professor Jay’s report said Risky Business was often the only agency to take victims seriously but was ‘too often seen as something of a nuisance, particularly by children’s social care’.

Hussain was shot in the stomach in 2005 and now uses a wheelchair. He and his wife Fatima moved to a council bungalow near Goole, East Yorkshire, around a year ago.

Hussain refused to speak to the Mail and his solicitor Riyaz Shaikh did not respond to repeated requests for comment about the allegations. South Yorkshire Police said: ‘A number of investigations looking at historical sexual offences in Rotherham are currently ongoing.

‘These are large-scale investigations and are very much live and dynamic. We would be compromising those investigations if we were to provide any details at this stage.’

Political correctness run amok is bad, but what if the cops were in on it? that'd be even worse. And some of this stuff, like the losing of evidence, the girl who was taken into care when she was trying to escape her 'handlers' being grassed up to them - seems to me like some people in the council/police were not merely turning a blind eye, but were aiding and abetting.

I would agree with that.

Investigations should be made to identify who exactly did and facilitated that---and whatever civil/criminal processes (and penalties) are available against those people should be undertaken.
This is the only way that an example can be set so that the next time this comes up, officials will think twice.
