But not SCOTUS proof. Arguably, in the US SCOTUS is "sovereign" ... which corresponds more directly to parely mint in the UK. I doubt that if McConnell would have out a vote to end the shutdown, and the result would have been most likely a veto-proof majority, that the SCotUS would have done anything. ;)

I have never needed a passport to travel or live and work in Sweden, Norway, Denmark and Iceland (and Faroe Islands).
